The Borno State Government has approved the immediate implementation of promotion benefits and payment of leave grants for civil servants across the state, while ordering a fresh review of salary arrears owed workers in secondary and tertiary institutions.

The decisions were announced by Governor Babagana Umara Zulum following a closed-door meeting with leaders of the Nigerian Labour Congress (NLC), Trade Union Congress (TUC) and National Union of Local Government Employees (NULGE) at the Government House in Maiduguri.

The outcome of the meeting was contained in a statement issued by the Commissioner for Information and Internal Security, Prof. Usman Tar.

According to the statement, the measures followed a proposal submitted by the Directorate of Establishment in the Office of the Head of Service on the implementation of the national minimum wage across various cadres of the state public service.

After consultations with labour leaders, Governor Zulum approved the immediate implementation of promotion benefits for civil servants for the 2023/2024 and 2024/2025 sessions.

He also approved the immediate payment of leave grants to all eligible civil servants for the 2025 session.

The governor further directed a review of salary arrears owed staff of secondary and tertiary institutions, with a view to commencing payment by September 2026.

Local Government Workers to Get New Salary Structure

In another major development, Governor Zulum constituted a task force to determine modalities for extending the new salary structure to local government workers.

The task force, headed by the Commissioner for Local Government and Emirate Affairs, Hon. Sugun Mai Mele, is expected to consult stakeholders, review existing regulations, assess the current local government workforce and recommend sustainable options for implementing an enhanced salary and gratuity scheme.

The committee was given two weeks to submit its report for consideration by the state government.

Borno Plans Fresh Civil Service Recruitment

Governor Zulum also directed the Directorate of Establishment to prepare a blueprint for fresh recruitment into the state civil service.

The proposed recruitment plan will be based on an assessment of the existing workforce, identified manpower gaps and the need to replace personnel lost to retirement and capacity flight.

Priority, according to the directive, will be given to critical professions and areas where the state is experiencing shortages of skilled personnel.

The latest measures form part of the Borno State Government's ongoing engagement with organised labour over workers' welfare and the implementation of the national minimum wage policy.

The government said the initiatives are aimed at improving workers' welfare while ensuring that the state's wage obligations remain financially sustainable.

The deceased, identified simply as Help , reportedly lost his life after the vehicle involved in the incident somersaulted multiple times.
