He said the appointment would further strengthen the region’s voice in national political affairs, while expressing confidence in Otuaro’s ability to bring wisdom, discipline and political maturity to the new assignment.

The full message reads:

"Chief Pere Kazeem Iyebotei, The Opuabadi I of Niger Delta, Congratulates Dr. Dennis Brutu Otuaro on His Appointment to the 2027 APC Presidential Campaign Council.

There are moments when destiny pauses to honour a journey. There are appointments that carry more than a title, more than political responsibility, and more than the weight of an assignment. They become a reflection of years of sacrifice, loyalty, service, courage and an enduring commitment to the people. The appointment of Dr. Dennis Brutu Otuaro to the 2027 All Progressives Congress (APC) Presidential Campaign Council is one of such moments.

It is, therefore, with immense joy, profound pride and a heart filled with gratitude that I warmly congratulate the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, on this well-deserved appointment.

Sir, today, your name is being written on another page of public service, but this page is not yours alone. It belongs, in many ways, to the Niger Delta—the land of rivers and mangroves, the land of resilient people, the land whose sons and daughters have learned to transform adversity into strength and challenges into opportunities.

From the quiet creeks where the tides whisper the stories of our ancestors, to the national corridors where the destiny of Nigeria is debated and shaped, the voice of the Niger Delta continues to rise. Your appointment is another powerful reminder that our people are not only custodians of Nigeria's vast natural resources; we are also custodians of ideas, courage, intellect, leadership and national responsibility.

It is a moment that speaks of trust earned through service, loyalty demonstrated through difficult seasons and leadership tested by responsibility. It is a recognition of a man whose journey continues to show that true leadership is not measured by the height of one's office, but by the number of lives touched, hopes restored and communities inspired.

Your stewardship of the Presidential Amnesty Programme has placed emphasis on youth empowerment, human-capital development, peace-building and the restoration of hope among the people of the Niger Delta. In a region where the dreams of many young people have sometimes been overshadowed by difficult circumstances, every genuine effort to create opportunity, dignity and hope becomes a seed planted for generations yet unborn.

Your journey reminds us that leadership is service before it is status; responsibility before it is recognition; sacrifice before it is celebration. For the Niger Delta, your new assignment therefore carries a deeper significance. It is not merely another political appointment. It is indeed a reflection of the growing recognition that the region must have a meaningful place in the conversations, decisions and political processes that shape the future of Nigeria.

Our people have given much to this nation. We have endured, contributed, sacrificed and remained resilient. Today, when one of our own is called upon to serve at a higher level of national responsibility, we celebrate not just the individual, but the possibilities that his elevation represents for an entire people. Your appointment also carries the hopes of countless young people who yearn for inclusion, empowerment and a future where their dreams are not determined by the circumstances of their birth.

As you take on this new responsibility, we are confident that you will bring with you the wisdom, humility, discipline, strategic understanding, political maturity and sense of duty that have continued to define your public service.

May you never forget the people whose hopes travel with you. May the voices from the creeks remain audible in the corridors of power. May the aspirations of the Niger Delta continue to find a courageous and responsible voice through your service. And may you remain a bridge of understanding between the Federal Government and the people of our region, particularly the young men and women whose future depends on purposeful leadership.

Congratulations, Dr. Dennis Brutu Otuaro! Today, the drum of recognition beats proudly—not merely to announce an appointment, but to celebrate a journey.

It beats for loyalty. It beats for service. It beats for perseverance. It beats for the Niger Delta.

And it beats for a worthy son whose journey continues to remind us that when a man serves faithfully, destiny has a way of opening doors that no human hand can permanently shut. May this new chapter bring greater opportunities to serve, greater wisdom to lead and greater strength to carry the aspirations of our people.

The Niger Delta is proud. The people are watching. The hopes of our people travel with you. And the journey continues.

Congratulations once again, Sir.

Chief Pere Kazeem Iyebotei The Opuabadi I of the Niger Delta"
