Proceedings in the House of Representatives on Wednesday turned rowdy after lawmakers clashed over a proposal to summon President Bola Ahmed Tinubu to explain the slow implementation of the 2025 Appropriation Act.

The disagreement began when Benedict Etanabene, the lawmaker representing Okpe/Sapele/Uvwie Federal Constituency of Delta State, raised a point of privilege concerning a June 29 circular issued by the Accountant-General of the Federation, Dr. Shamseldeen Ogunjimi.

Etanabene argued that the directive, which instructs all Ministries, Departments and Agencies (MDAs) to suspend the processing of payments for constituency and zonal intervention projects until they obtain a Certificate of Verification and Compliance from the Federal Ministry of Special Duties and Intergovernmental Affairs, could further delay projects already approved under the 2025 budget.

According to the lawmaker, the additional verification process introduces unnecessary bureaucracy and may frustrate the timely execution of constituency projects intended to benefit communities across the country.

He therefore called on the House to summon President Tinubu to explain the reasons behind the slow pace of budget implementation and clarify the implications of the Accountant-General's directive.

The proposal immediately divided members of the Green Chamber, with lawmakers expressing conflicting views over whether the President should be invited to appear before the House. The disagreement quickly escalated into a noisy session as members spoke simultaneously, temporarily disrupting plenary.

Despite the heated exchanges, the debate reflected growing concerns among legislators over delays in implementing projects captured under the 2025 Appropriation Act, particularly constituency and zonal intervention programmes.

The circular, dated June 29 and signed by the Accountant-General, reiterated an earlier directive issued by the Office of the Secretary to the Government of the Federation in September 2023. It stated that all constituency and zonal intervention projects must be verified and certified by the Federal Ministry of Special Duties and Intergovernmental Affairs before implementation.

According to the Office of the Accountant-General of the Federation, the measure is aimed at strengthening accountability, transparency and effective delivery of constituency projects nationwide by ensuring strict compliance with established guidelines.

The development comes amid increasing scrutiny of the pace of budget implementation and the execution of capital projects across federal ministries and agencies.

The deceased, identified simply as Help , reportedly lost his life after the vehicle involved in the incident somersaulted multiple times. Another occupant, identified as Philip Ojuri , sustained injuries and was rushed to a nearby medical facility for urgent treatment. Eyewitnesses said the accident happened suddenly, throwing the victims from the vehicle as it overturned.
