𝗕𝗬 𝗡𝗜𝗚𝗘𝗥𝗗𝗘𝗟𝗧𝗔 𝗩𝗢𝗜𝗖𝗘,

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered 908 ghost workers across several Federal Ministries, Departments and Agencies (MDAs), exposing a major payroll fraud that allegedly siphoned hundreds of millions of naira from government coffers.

ICPC Chairman, Dr. Musa Adamu Aliyu (SAN), disclosed that the commission recovered approximately ₦942 million traced to fraudulent salary payments made to the fictitious workers. The recovery follows an extensive investigation launched in 2024 after irregularities were detected in pension and payroll records.

According to the commission, the investigation revealed that fake identities were inserted into the Integrated Payroll and Personnel Information System (IPPIS), allowing salaries to be paid into bank accounts belonging to individuals and companies not entitled to receive government wages.

The Nigeria Police Force recorded the highest number of suspected ghost workers, with 570 names allegedly discovered on its payroll. Other affected institutions include the National Water Resources Authority (80), Federal Ministry of Works (56), Ministry of Foreign Affairs (24), Ministry of Defence (19), Ministry of Power (17), Ministry of Industry, Trade and Investment (17), Federal Ministry of Health (15), and the Office of the Head of the Civil Service of the Federation (12). Investigations involving the Office of the Accountant-General of the Federation and the Ministry of Interior are still ongoing.

The ICPC also revealed that some public officials allegedly enrolled relatives and associates on the government payroll, diverting salaries meant for non-existent employees. In one case, a suspect allegedly placed the names of his wife, son and mother-in-law on the payroll while collecting salaries for several other fictitious workers.

Following its investigations, the commission secured a final forfeiture order from the Federal High Court in Abuja for ₦941,994,079.86, identified as proceeds of the alleged payroll fraud. The recovered funds have now been forfeited to the Federal Government.

The ICPC reaffirmed its commitment to strengthening transparency, accountability and integrity within Nigeria's public service, warning that individuals involved in payroll fraud and other corrupt practices will continue to face investigation and prosecution.

The deceased, identified simply as Help , reportedly lost his life after the vehicle involved in the incident somersaulted multiple times. Another occupant, identified as Philip Ojuri , sustained injuries and was rushed to a nearby medical facility for urgent treatment. Eyewitnesses said the accident happened suddenly, throwing the victims from the vehicle as it overturned. The cause of the crash is yet to be officially confirmed, but community members have called for caution on the increasingly dangerous route.
