𝗕𝗬 𝗡𝗜𝗚𝗘𝗥𝗗𝗘𝗟𝗧𝗔 𝗩𝗢𝗜𝗖𝗘,

𝗡𝗶𝗴𝗲𝗿 𝗗𝗲𝗹𝘁𝗮, 𝗡𝗶𝗴𝗲𝗿𝗶𝗮

The embattled Director-General of the controversial Presidential Foreign Intervention Promotion Council (PFIPC), Adeniyi Adeyemi Matthew, has explained that the agency was established out of a desire to attract foreign investment to Nigeria and promote the country's global image, insisting it was never created for personal gain.

Speaking during a video call with social media activist Martins Otse, popularly known as VeryDarkMan, Matthew said his motivation was to support President Bola Tinubu's administration by making Nigeria a preferred destination for international investors.

According to him, he personally spent money to secure office space for the agency because of his commitment to national development and his ambition to contribute positively to the country's economic growth.

Matthew also denied any involvement in the alleged insertion of the council into the 2026 Appropriation Act, claiming he was in police detention while the budget was being prepared and defended at the National Assembly between October and November 2025.

He questioned how the agency eventually received a budget allocation despite the Presidency later declaring that it was not a recognised government institution.

The embattled official further disclosed that he had provided investigators with the identity of the individual who facilitated his appointment letter after he was invited for questioning by the Inspector-General of Police. He added that following his release from detention, he discovered that the office allocated to the council had been reassigned to another government official.

Matthew maintained that he possesses documents supporting the establishment of the agency and pledged to submit all relevant records to the Nigeria Police Force and the Department of State Services (DSS) to aid ongoing investigations.

He also revealed that a close associate, whom he claimed financed the establishment of the agency, recently died in a hotel fire incident in Utako, Abuja.

The Presidential Foreign Intervention Promotion Council came under national scrutiny after it appeared as one of the beneficiaries in the 2026 federal budget, despite the Presidency insisting that no such agency exists under the Federal Government.

Following the controversy, President Bola Tinubu directed the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to investigate how the council was included in the appropriation law and identify all individuals responsible for the alleged budget insertion.

Matthew was subsequently arrested and arraigned on allegations including forgery, impersonation and related offences. However, he has consistently maintained his innocence, insisting that all documents in his possession were lawfully obtained.

Investigations into the controversial budget allocation and the circumstances surrounding the agency's creation are ongoing.
