The United States and the Islamic Republic of Iran have agreed on a 14-point Memorandum of Understanding aimed at ending ongoing hostilities and creating a pathway toward a broader peace agreement.

The agreement, titled the “Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran,” was officially released following calls for transparency over the terms of the deal.

A senior US administration official said the memorandum is designed to reopen the Strait of Hormuz, address Iran’s enriched nuclear material stockpile, and establish a framework for sanctions relief linked to Tehran’s compliance with the agreement.

The deal is expected to be formally signed on Friday, after which both countries will enter a 60-day negotiation period toward a final agreement.

Key provisions of the memorandum include:

• The immediate and permanent cessation of military operations on all fronts, including Lebanon, with both countries agreeing not to initiate war, threaten, or use force against each other.

• A commitment by both nations to respect each other’s sovereignty and territorial integrity and avoid interference in internal affairs.

• Completion of negotiations for a final agreement within 60 days, subject to mutual consent.

• The United States will begin removing its naval blockade and restrictions affecting Iran immediately after the signing, with full removal expected within 30 days.

• Iran will facilitate the safe passage of commercial vessels through the Persian Gulf and Strait of Hormuz while working with regional countries on future maritime arrangements.

• The United States, alongside regional partners, will develop a $300 billion reconstruction and economic development plan for Iran.

• Washington will begin the process of ending sanctions against Iran, including unilateral US sanctions and other international restrictions, under an agreed timetable.

• Iran reaffirmed that it will not develop or acquire nuclear weapons, while both sides agreed to negotiate the future of Iran’s enriched nuclear materials under international supervision.

• Both countries will maintain the current situation during negotiations, with Iran keeping its nuclear programme unchanged and the US refraining from imposing new sanctions or deploying additional forces.

• The US will issue temporary waivers allowing the export of Iranian crude oil, petroleum products, and related financial and transport services.

• Frozen Iranian funds and assets held under restrictions will be made available for use according to agreed procedures.

• A joint monitoring mechanism will be created to oversee implementation of the memorandum and future compliance.

• After initial implementation steps begin, both countries will continue negotiations toward the final agreement.

• The final peace agreement will be submitted for endorsement through a binding United Nations Security Council resolution.

The agreement comes amid international efforts to reduce tensions in the region and prevent further escalation between Washington and Tehran.
