The Federal Government has announced that junior civil servants who fail compulsory promotion examinations three consecutive times will be required to exit the service, in a renewed push to enforce discipline and improve efficiency across the public sector.

This directive was contained in an official circular issued by the Office of the Head of the Civil Service of the Federation, under the leadership of Didi Esther Walson-Jack.

The circular, signed by the Permanent Secretary of the Career Management Office, Dr. Binyerem C. Ukaira, emphasized that passing the examination is now a critical condition for both career progression and continued employment.

According to the new policy, any officer who fails the confirmation or promotion examination after three attempts “shall be required to resign or withdraw from the service.” Additionally, civil servants who fail to sit for the confirmation examination within three years of their initial appointment will also face compulsory exit.

The government reiterated that the directive is in line with existing Public Service Rules and must be strictly enforced across all Ministries, Departments, and Agencies (MDAs). Permanent Secretaries and heads of extra-ministerial offices have been mandated to ensure full compliance.

The 2026 Confirmation/Promotion (COMPRO) examination will be conducted as a Computer-Based Test and is targeted at newly recruited officers on Salary Grade Levels 01 to 06. Officials described the exam as a statutory requirement designed to assess competence and readiness for advancement within the civil service.

Eligible candidates must have served for at least six months and be formally nominated by their respective MDAs. Registration for the examination has commenced via the official portal, with applicants required to complete all procedures and provide valid documentation.

Authorities also warned that failure to meet accreditation requirements will disqualify candidates from participating in the examination.

The COMPRO exam will cover key areas such as English Language, Public Service Rules, Financial Regulations, General Paper, and Computer Literacy. While the examination has long been a requirement within the federal civil service, enforcement has historically been inconsistent.

The latest move signals the government’s renewed commitment to strengthening accountability and raising performance standards within the system. However, analysts note that the policy may also increase pressure on workers already operating in a challenging work environment.
