Hon. Peregbemi Akpokeniboyegha Gbamila has congratulated Dennis Burutu Otuaro, Administrator of the Presidential Amnesty Programme (PAP), on his two years in office, describing his leadership as impactful and transformative for the Niger Delta region.
In a goodwill message made available to our newsmen on Saturday, March 14, 2026, Peregbemi joined other well-wishers in paying tribute to Otuaro on the occasion of his second anniversary as head of the federal government’s amnesty programme.
According to Peregbemi, the past two years of Otuaro’s administration have been marked by significant progress, with renewed commitment to peace-building, empowerment and sustainable development across the Niger Delta.
He noted that since assuming office as PAP Administrator, Otuaro has demonstrated strong leadership and a clear vision in addressing the challenges associated with stabilising the region and supporting the reintegration of former agitators.
Peregbemi stated that the amnesty programme under Otuaro’s leadership has remained focused on its core objectives of disarmament, demobilisation and reintegration, adding that the administration has strengthened initiatives aimed at empowering beneficiaries through education, vocational training and skills development.
“As a son of the Ajapa Kingdom in Ondo State and one who stands in solidarity with the good people of Ese-Odo Local Government Area, I consider it both a duty and a privilege to celebrate a leader who has redefined the narrative of the Amnesty Programme,” he said.
The Ese-Odo stakeholder further commended Otuaro for maintaining close engagement with communities across the Niger Delta, particularly in Ondo State, noting that his administration has continued to recognise the contributions of local communities to peace and development in the region.
He said the PAP under Otuaro has also contributed to improved stability in the Niger Delta, creating a more peaceful environment for economic and social activities.
Peregbemi also highlighted the programme’s renewed emphasis on scholarship schemes and educational opportunities for beneficiaries, noting that such initiatives are helping to transform former agitators into professionals, entrepreneurs and skilled workers.
He further praised the administrator’s commitment to transparency and accountability in the management of the programme, saying the approach has helped ensure that resources are effectively directed toward intended beneficiaries.
Describing Otuaro as a leader whose work continues to inspire hope among young people in the region, Peregbemi said the PAP Administrator has demonstrated that the programme can serve as a catalyst for meaningful transformation in the Niger Delta.
He also noted that Otuaro is regarded as an 'adopted son' of the Ajapa Kingdom, a recognition he said reflects the strong relationship between the administrator and communities in the area.
Peregbemi congratulated Otuaro on the milestone and expressed confidence that the programme would record even greater achievements under his continued leadership.
“The journey ahead remains long, but with a leader of this calibre at the forefront, the future of the Niger Delta is bright,” he said, adding that the people of Ese-Odo remain committed to supporting Otuaro’s vision for the region.
