The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has described the Programme’s scholarship scheme as a critical vehicle for securing a prosperous and sustainable future for the Niger Delta region.

Dr. Otuaro made the assertion on Thursday while declaring open the fifth batch of the two-day Leadership, Alternative Dispute Resolution and Mediation Training for PAP Stakeholders, held at the Nigerian Army War College, Abuja. The workshop was organised by the Office of the Presidential Amnesty Programme in collaboration with the Alumni Association of the National Defence College (AANDEC).

Speaking at the opening ceremony, the PAP Administrator said the extensive deployment of scholarship beneficiaries to universities within and outside Nigeria reflects a deliberate strategy to harness education as a tool for long-term regional development.

According to him, the renewed emphasis on education under his leadership is anchored on investing in young people as future drivers of peace, stability, socio-economic growth and sustainable development in the Niger Delta.

«“We have seriously focused on education, and the scholarship programme remains a proper vehicle for a better tomorrow for our region,” Otuaro said. “Between 2024 and 2025 alone, we have deployed over 9,000 scholarship students to universities within and outside Nigeria, with in-country deployment this year standing at 4,500.”»

He explained that the initiative is part of a broader effort to prepare the next generation for the evolving challenges of governance, development, security and peaceful coexistence.

«“If we fail to equip our youths today through education, tomorrow cannot be guaranteed. This is the time to prepare for the rainy day by deliberately investing in the future of our young people,” he added.»

Dr. Otuaro expressed confidence that the beneficiaries would value the opportunity, noting that the scholarship programme has, over the past two years, reached nearly all communities across the Niger Delta.

He further stated that the ongoing capacity-building workshop was designed to consolidate the peacebuilding gains of the PAP in alignment with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Addressing participants, Otuaro reminded them of their critical role as community leaders and stakeholders in deepening peace and stability in the region. He urged them to embrace dialogue and internal conflict resolution rather than relying on external interventions.

“The time has come for us to unite and resolve our issues from within. You must stand as role models for peace and ambassadors of stability on behalf of President Tinubu in the Niger Delta,” he said.

The PAP Administrator commended President Tinubu for his unwavering support of the Programme, noting that the President remains satisfied with the prevailing peace and stability in the region. He also lauded the National Security Adviser, Mallam Nuhu Ribadu, for his strategic guidance and continued encouragement of the PAP.

Dr. Otuaro concluded by expressing appreciation to the management of the Nigerian Army War College, the resource persons, and the leadership and members of AANDEC for their partnership in strengthening the peacebuilding architecture of the Niger Delta.
